The State House of Assembly Committee on Public Procurement and Tenders Board has called on Ministries in the state to desist from using direct labour in the execution of capital projects.
The Committee made the call while over sighting the 2016 capital projects and expenditure of the Ministries of Local Government Affairs, Diasporah Affairs, Indigenous Art Work, Culture and Tourism at the State House of Assembly Complex.
While interfacing with the Ministries, the Chairman of the Committee, Chief Romanus Obi frowned at a situation where some ministries use direct labour in execution of capital projects. stated that it gives room for shoddy projects instead of following procurement law as enshrined in the constitution.
The Committee maintained that when government organs follow Due Process in awarding contracts, it enables government to block loopholes and get firms suitable for projects.
It however, asked other Ministries that will appear before it to come with their cash flow, Bank Statement, list of capital projects awarded in the year under review, list of companies the projects were awarded to, analysis of 2015,2016,2017-capital expenditure among others.
In a vote of thanks, the Commissioner for Diaspora Affairs, Indigenous Art Work, Culture and Tourism, Mrs Sally Mbanefo commended the committee for its outstanding, assuring that they would provide all the necessary documents requested of them by the committee in their next meeting.
