The 2020 Appropriation Bill of Anambra State has been described as one that has multiple inbuilt mechanisms.
Participants at Media roundtable discussion on the budget estimate, co-presented by the Commissioner For Economic Planning, Budget and Development Partners, Mr. Mark Okoye, his Works counterpart, Mr Marcel Ifejiofor, Principal Secretary to the Governor, Sir Willie Nwokoye, as well as the Special Adviser to the Governor on Budget Implementation and Efficiency, Mr. Melie Onyejepu stated this at the Government House Awka.
While explaining the dynamics of the budget to the media, Mr. Okoye said that on statutory allocations, the state government adopted a crude oil benchmark of fifty five dollars per barrel, an average of two point one eight million barrels per day, translating to a projected annual Federal Account Allocation Committee of forty three point seven billion naira, as against the 2019 budget figure of forty billion naira.
He noted that revenue from value added tax is projected at fifteen point six billion naira, representing a forty six point two percent increase on the 2019 figure of ten point six billion naira. He further noted that internally generated revenue is projected at thirty billion naira, at two point five billion monthly for 2020 as a result of comprehensive reforms instituted in the state, compared with thirty six billion naira in 2018 budget.
Other capital receipts, including grants, counterpart funds, aid, concessionary funding and federal government refunds is projected at thirty billion naira compared with forty nine point eight billion naira in the 2019 budget.
While personnel costs are estimated at twenty two point eight billion naira for the year, compared with 2019 budget figure of twenty point zero billion naira, total overheads are estimated at twenty two point three billion naira, as against twenty five point one billion in the 2019 budget. Sixteen point zero billion naira was provided for in domestic debt financing, comprising of single digit concessionary programme, lending for interventions on agriculture, manufacturing and youth entrepreneurship.
The Commissioner for works, Mr Ifejiofor who cleared the air on the Anambra cargo airport, level of road infrastructure in the state among others, urged journalists to always be objective in their reportage, as a lot of verifiable meaningful developments are currently ongoing in Anambra State.
For the Principal Secretary to the Governor Sir. Willie Nwokoye, the budget is a deficit budget that has key assumptions that can erase the need to borrow.
Governor Willie Obiano had on twenty-sixth September 2019 presented a 2020 draft estimates of one hundred and thirty seven point one four billion naira, tagged accelerated infrastructure development and youth entrepreneurship to the Anambra State House of Assembly.
The Chief Press Secretary to the Governor Mr. James Eze and his deputy, Mr. Emeka Ozumba were equally present during the media roundtable discussion.
