It is a national observance day which started in the United States of America in October Fifteen 1964. 


The day is set aside to celebrate the achievements of people who are visually impaired and the important symbol of blindness and tool of independence, the white cane. 


The day equally seeks to draw attention of drivers to always respect visually impaired people with white cane along the road, as the drivers owe total responsibilities, in case of any eventuality affecting the visually impaired person with white cane.


The Publicity Secretary, Nigeria Association of the Blind, Anambra State Branch, Mr. Ifeanyi Igwegbe made it clear that the day was strictly observed to help visually impaired people to move without injury along the road globally.


Speaking to the ABS on the significance of the day, the Coordinator Access Computer Technology, of the Disability Humanitarian Services Centre, Anambra State, Mr. Bonaventure Umeokwunna, who is a low vision person said that the day provides for the safety of the visually impaired persons, especially pedestrians with white canes and thanked Governor Willie Obiano for assisting people with disabilities in the state. 


A Braille Instructor in the office of the Disability Humanitarian Services Centre, Anambra State, Miss Maryjane Umezinwa from Imo State, who is visually impaired, expressed gratitude to Governor Obiano for the great opportunity offered her in Anambra State to work, without discrimination and prayed God to bless him abundantly. 


The Special Adviser to the Governor on Disability Matters, Barrister Chuks Ezewuzie said that Governor Obiano and his wife had distributed hundreds of white canes to their members in the State, urging both the Federal and other state governments to emulate Governor Obiano and his wife to help the visually impaired persons in terms of mobility.
