Anambra State House of Assembly has passed a bill for a law to repeal and re-enact Awka Capital Territory Development Authority, ACTDA, and to provide for related matters. The House passed the bill during yesterday’s plenary in Awka. House of Assembly Correspondent, Chukwuemeka Modilim was there and reports that the bill seeks to repeal the Awka Capital Territory Development Authority Law, 2009 and its amendment law of 2014, re-establish the Awka Capital Territory Development Authority and clearly demarcates the functions of the Authority from those of related agencies. The bill stipulates that any person, who carries out development or municipal service without a written approval from the Authority, or is, developing contrary to the terms of the approval or disregards stop work order issued under section 16 of the bill among others, commits an offence and will be punished accordingly. Throwing more light on the bill, the Majority Leader, Dr. Nnamdi Okafor stated that the bill also specified areas of jurisdiction of Awka Capital Territory Development Authority and the Anambra State Physical Planning Development Board. The Speaker of the House, Right Honourable Uche Okafor read out the bill for passage, while the lawmakers supported it through a voice vote. Also at plenary, Messrs Osita Aguina and Kenneth Okaigbo, who allegedly engaged in unauthorized excavation of local sharp sand, laterrite, stones and illegal mining within the state appeared before the House. The House mandated them to furnish its Special Task force Committee on Environmental degradation with necessary documents to enable it discharge its duties creditably.Speaking shortly after plenary, the Chairman, House committee on Information and Culture, Honourable Okechukwu Okoye described the bill as a welcome development as it will facilitate the development of the Awka capital territory.
